You don’t have to be considered a nation to be at war or to assassinate someone. John Lenon for example was assassinated/murdered.
Texas, for another example. They technically weren’t even considered a nation prior to the fall of the Alamo. In fact, one could argue that there was confusion by some on whether to call it a revolution or a civil war since they didn’t even have a constitution yet.
Also, never said Alaeda was a nation. But, since this is called “a war on terror”
